They did but think back to WaW's 12-month cycle - Treyarch released at least four map packs for that game.

For what it's worth, they're still slightly better "value" than the lazy MW2 map packs, each of which contain 40% recycled maps from CoD4. Map packs are still 100% rip offs and bad for the playerbases as whole.
